2010-2011 Fiscal Year Fee Schedule

The Town of Richlands charges various fees for several of the services that are provided.  These fees are charged in order to recover the cost of providing a service and replacing assets that are consumed by municipal activities.  The following table summarizes the fee schedule for various Town of Richlands services. Mosquito Season Is Upon Us!

Spring rains not only bring flowers in May, but also start the onset of mosquito breeding season.  The most common complaint is caused by the Asian Tiger Mosquito.  The “adult tiger mosquito” is a particularly nasty breed of mosquito easily identified by black with white stripes on its legs and body.  There is a single white strip down the center of its head and back.  It likes to bite in the day time, mostly in the early morning or late afternoon.  They breed and lay their eggs inside containers that hold standing water.  These can be containers such as tires, tin cans, buckets, bird baths, clogged gutters, or anything that can hold even a small amount of water.  The adult mosquito does not fly far, so it is most likely to be found close to its breeding source.

The best way to control the tiger mosquito around your home and property is to eliminate any standing water and containers that hold water.

Some Suggestions:

  • Recycle or throw away trash and unwanted items
  • Cover, turn upside down, or store indoors any items that may collect even the smallest amount of water.
  • Clean gutters from debris so they cannot hold water and enable proper drainage.

Mosquito Spraying

The Richlands Public Works Department will be conducting larval and adult mosquito control in May and going thru October.  They will be spraying for adult mosquitoes at dusk on Tuesday’s of each week weather permitting.  It takes a joint effort on behalf of the town and the homeowners to help control the mosquito population, so we are asking the homeowners to take every effort possible to eliminate potential breeding areas around their properties


Lawn Maintenance Ordinance

The spring/summer season is fast approaching and that means that lawns are beginning to grow and mowers will soon be humming.  Please remember to keep your lawn well maintained and free of overgrown grass and weeds.  The Town Ordinance does not allow property owners to permit weed or tall grass to exceed an average of eight (8) inches in height.

*** Please Note that under the Solid Waste Ordinance, grass, yard waste and clippings are NOT permitted to fall or be placed on the street, curb, gutter, sidewalks or storm drain openings.   

The Public Works Department provides yard waste pick-up every Monday and Friday mornings.  Please have your clippings and leaves either bagged or boxed and placed curbside the evening prior.


New Bulky Item Pickup Policy Adopted

On July 7, 2009, the Richlands Board of Aldermen adopted a new bulky item pickup policy in response to the recent fee increases at the Onslow County Landfill as part of a County effort to enhance the recycling of certain electronic items.  Unfortunately, the Town will no longer be able to collect and dispose of televisions, computer monitors and microwave ovens placed at curbside.  These items will now have to either be brought to the landfill at the owner’s expense or brought to an appropriate recycling center for disposal.  The new bulky item policy link is here


Richlands Adds Zoning Applications and Other Forms to Site for Ease of Use - July 25, 2008

Town Hall has made several commonly required forms downloadable from the Ordinances & Forms page of the Richlands Town Web Site. This will make the needed documents more easily accessible to Town residents and business owners. The forms now available on line include: Zoning Permit Form, Flood Zone Development Application, Checklist for Construction in Flood Zones, Checklist for Mobile Home Installation in Flood Zones, and the Zoning Change and Appeal Application Form.
