Code Enforcement, Planning, and Zoning play an important role in guiding the town’s growth and development while protecting the community’s character, property values, and quality of life. The department administers the Town’s zoning ordinance and zoning map, reviews zoning permits and development proposals, and helps ensure that new construction, property uses, subdivisions, and other development activities comply with adopted regulations.

It also supports the Planning and Zoning Board by reviewing applications and providing recommendations on matters such as rezoning requests, special-use permits, and changes to land-use regulations. Through thoughtful planning and coordination with town officials, property owners, residents, and developers, the department helps Richlands encourage responsible growth while maintaining a safe, orderly, and vibrant community.
